    “…To do this, firstly, the urban transformation proposal for the city of Santiago elaborated by Benjamín Vicuña Mackenna, at the end of the 19th century, is analyzed, focusing especially on the waist cord initiative that was proposed to fragment the city in two: a city for the elite, and another for the poor. Second, it is argued that the relationship between "space" and "power" is viewed as a condition of possibility for the government of poverty during the nineteenth century, but that it reappears today. …”
