Summary:The article examines the failure of European colonial governments to value African customs during crises from 1920 to 1963 in Western Kenya which threatened colonial hegemony over African colonized peoples. The contradictions in colonial development policies are discussed as well as imperial administrative ideology and efforts to integrate local Abaluyia traditions and institutions in agricultural development programs. Also tackled are resource conservation and land tenure.
