| Sumario: | This paper discusses the role in small Brazilian municipalities in educational matters from their administrative political emancipation. It aims to analyze the elements that inform the performance of small municipalities in the field of public education, considering the social development expectations that are nurtured by the population. The empirical research was made in two small municipalities of Santa Catarina and the methodological procedures were based in the qualitative research assumptions and operated by consulting the official databases and interviews with people that represent the population. The results conclude that the performance of the municipalities in the educational policy field, although under the influence of different factors, correspond to social development expectations of the population. Also, a better response from public power to these expectations is through the involvement of the population in matters of public interest. O trabalho aborda o protagonismo de pequenos municípios brasileiros em matéria educacional, a partir de sua emancipação político-administrativa. Tem por objetivo analisar elementos que informam o desempenho de pequenos municípios em matéria de educação pública, considerando-se as expectativas de desenvolvimento social nutridas pela população. O campo empírico compreendeu dois municípios de pequeno porte populacional de Santa Catarina e os procedimentos metodológicos ancoraram-se nos pressupostos da pesquisa qualitativa, tendo sido operados por meio de consulta a bases de dados oficiais e entrevistas com representantes da população. Os resultados levam a concluir que o desempenho dos municípios no campo da política educacional, ainda que sob a influência de diferentes fatores, correspondem às expectativas de desenvolvimento social de suas populações. Também, que uma melhor resposta do poder público a essas expectativas passa pelo maior envolvimento da população nos assuntos de interesse público. |
