The research is based on unpublished archival materials stored in the Central State Archives of public associations of Ukraine. The basis of the scientific toolkit is a set of methods, in particular, interdisciplinary statistical and mathematical methods used to analyze the data on the receipt of letters and telegrams; the use of source-study methods - identification, selection, grouping, classification, became a prerequisite for conducting qualitative archival research.The illustrative method is y used in the article for the sake of clarity. It is determined that water, heat and gas supply problems in old buildings and in new buildings are reflected in the letters throughout the period of “stagnation” and throughout the territory of Ukraine. Also, people complained about the quality of service, the lack of reasonableness of the bus network, and the poor regularity of passenger transport.
