We argue that in their protests, surfers sought to defend a historically particular enactment of the Costa Verde's infrastructure, one that would ensure the ongoing conditions for producing rideable waves. However, this enactment of the Costa Verde's nature historically has been rooted in and reproduced discursive constructions of race and class in Lima's elite social geographies. Our analysis of surfers' efforts to save their waves reveals the subtle ways in which broader inequalities are remade, sometimes unintentionally, in infrastructural struggles.
