The present article aims to shed a light on the role played by the Center's inhabitants in their struggle for adequate housing, as an example of how people can tilt the power balance to their favor by organizing, in cooperatives specifically, in cities as unevenly developed as Latin American. Cooperative members inhabiting the city in highly precarious conditions have claimed back, in a context apparently in favor of certain gentrifying trends, their right to be part of urban transformations. In order to do so, they have proposed that collectivization of land tenure and democratic decision-making at the cooperative assemblies remain their non-negotiable principles throughout the process. Although the central government has faced several challenges in their attempt of assimilating and supporting the proposals coming from the housing cooperatives, joint coordination has paid off. To share a common political platform among government bodies and the inhabitants, precisely at the level of policy design and implementation, has allowed cooperatives to transform into potential opponents of those who extract wealth from a reduced, informal and speculative market of land and housing in the area. Results to this day constitute and unprecedented success towards conceptualizing adequate housing as a human right, not a commodity. It is with this purpose that housing cooperatives from the CHSS offer their own stories of resistance. El Centro Histórico de San Salvador (CHSS), ubicado en el corazón de la ciudad capital de El Salvador, se ha configurado a partir de procesos de disputa por el suelo, los espacios públicos, la vivienda y otros servicios esenciales para la vida productiva y reproductiva. El presente artículo pretende darle visibilidad al papel desarrollado por habitantes del Centro en su lucha por vivienda adecuada, en un proceso ejemplar de cómo la gente puede colocar las balanzas de poder a su favor a través de la organización, específicamente cooperativa, en ciudades tan desiguales como las hay en América Latina. Cooperativistas habitando la ciudad en condiciones altamente precarias han reivindicado, en un contexto aparentemente favorecedor de ciertas tendencias gentrificadoras, su derecho a ser parte de las transformaciones urbanas. Para ello, han propuesto que la colectivización de la propiedad del suelo y la toma democrática de decisiones desde las bases cooperativas sean pilares innegociables del proceso. Pese a que el gobierno central ha enfrentado múltiples retos en su intención de asimilar y apoyar las propuestas de las cooperativas de vivienda, la coordinación conjunta ha dado sus resultados. Compartir la tarima del poder a la participación plena de los habitantes, precisamente al nivel que se formula e implementa la política pública, les ha permitido a las cooperativas de vivienda convertirse en potenciales contendientes de quienes se lucran de un reducido mercado informal y especulativo de suelo y vivienda en la zona. Los resultados a la fecha constituyen un acierto sin precedentes hacia la concepción de la vivienda adecuada como derecho humano, no como mercancía.
