| Sumario: | As for sciences per se, the principle of publicity also applies to nursing science. It also applies as an orienting standard for the concept of policy advice. In this context, caution is required to narrow the political to administrative state procedures, because their decisive (mostly regulatory) endpoints are subject to selection functions of a domestic politics of power. Rather, the political must be seen as a process of shaping society as a whole, which is linked to the concrete contexts of individuals' experiences. In view of structural laws of late-modern societies, becoming more and more independent, noticeable pressure for change in care policy can only be built up through alliances of interest that are initially formed in manageable life contexts and can be multiplied in further organisational paths of political counter-publics. This would mark preliminary endpoints of policy advice informed by nursing science. Wie für Wissenschaften per se, so gilt auch für die Pflegewissenschaft das Prinzip der Öffentlichkeit. Es gilt als orientierender Maßstab auch für das Konzept der Politikberatung. Dabei ist Vorsicht geboten, das Politische auf verwaltungsstaatliche Prozeduren zu verengen, denn deren entscheidende (zumeist ordnungsrechtliche) Endpunkte unterliegen innerstaatlichen machtpolitischen Selektionsfunktionen. Vielmehr gilt es, das Politische als gesamtgesellschaftlichen Gestaltungsprozess zu betrachten, der an konkrete Erfahrungszusammenhänge von Individuen gekoppelt ist. Angesichts verselbständigter Strukturgesetzmäßigkeiten spätmoderner Gesellschaften wird sich pflegepolitisch spürbarer Veränderungsdruck nur durch Interessensallianzen aufbauen lassen, die sich zunächst in überschaubaren Lebenszusammenhängen bilden und auf weiteren organisatorischen Wegen politischer Gegenöffentlichkeiten vervielfältigen lassen. Damit wären vorläufige Endpunkte pflegewissenschaftlich informierter Politikberatung markiert. |
