ab: This article explores the use of risk profiling in assigning job seekers to job search counseling in Flanders, Belgium. The regional Public Employment Service (VDAB) utilizes a prediction model called "Employment Prospects" to generate risk scores for unemployed individuals, predicting their likelihood of finding employment within six months. These risk scores are then used to determine who should be contacted for job search counseling. The article examines the implementation of risk profiling, comparing algorithmic selection to self-selection and selection by mediators, and discusses practical challenges and areas for further research. The analysis reveals that while algorithmic risk scoring is used, a significant portion of the selection is still done by mediators, and the overall number of job seekers meeting with caseworkers is relatively low. The study also highlights the importance of mediators' private information in the selection process, but acknowledges challenges such as attrition and potential ethical concerns. Further research is needed to better understand the impact of predicted risk scores and to explore the optimal combination of algorithmic assignment, voluntary take-up, and mediator assessment.
