Community service helped to establish a wide variety of connections between HE and Indonesian society, but it has received little scholarly attention and is virtually neglected in contemporary indicators of HE performance even though a growing priority for the system in the Global South is its connection with local communities. This article problematises the enactment of community service as the 'third mission' of HE in Indonesia and its practice during these early years. By using an historical approach and drawing on archival materials as data sources, the article argues that the enactment of community service reflected the spirit of decolonisation in Indonesian society. Decolonisation meant that Indonesia wished not only to dispense with the Dutch colonial legacy in HE but also to develop an education system that would be Indonesian in character. Although this third mission of HE was clearly embodied in the community service programme, in later years the emphasis on decolonisation in education policy was reduced. Artikel ini mengkaji asal-usul program pengabdian kepada masyarakat sebagai 'dharma ketiga' dalam sistem pendidikan tinggi Indonesia, di awal perkembangannya tahun 1950an – 1960an. Pengabdian kepada masyarakat merupakan faktor kunci yang menghubungkan secara langsung kinerja perguruan tinggi di Indonesia dengan masyarakat. Namun, program tersebut hanya mendapatkan sedikit perhatian ilmiah dan secara nyata telah diabaikan dalam penetapan indikator-indikator kinerja perguruan tinggi. Pengabaian itu bertentangan dengan kecenderungan perguruan tinggi di negara-negara Selatan, yang belakangan ini justru menekankan pentingnya keterkaitan pendidikan tinggi dengan masyarakat tempat perguruan tinggi itu berada. Artikel ini mengulas pengabdian kepada masyarakat sebagai 'misi ketiga' perguruan tinggi dan implementasinya di tahun-tahun awal Indonesia merdeka. Dengan menggunakan pendekatan sejarah dan mengolah sumber-sumber arsip, artikel ini berargumen bahwa pelekatan pengabdian masyarakat sebagai dharma ketiga perguruan tinggi mencerminkan semangat dekolonisasi. Dekolonisasi berarti bahwa Indonesia ingin melepaskan diri dari bayang-bayang warisan kolonial, sekaligus mengembangkan suatu sistem pendidikan tinggi yang khas Indonesia.
