This situation increases the importance of sports and leisure time activities, which are one of the determinants of the quality of life in cities, and creates a field to be examined on the basis of a right. The aim of this article is to examine the sports and leisure activities from the perspective of a citizen's right. In the study, the importance of sports and leisure spaces for the city and its citizens, the place of sports and leisure activities as a right in national and local documents, how this right is regulated in the European Urban Charter (ECC) and on which values it is built are examined. The article was prepared by referring to document analysis, one of the qualitative research methods used in the field of social sciences. In the document analysis, ten documents regulating the right to use sports and leisure time were examined by applying a descriptive analysis, and ECC by using content analysis. As a result of these analyzes, values and reference expressions regarding the regulation of the right were determined. The study was supported with international and national examples related to the determined values and reference expressions. In the study, it was concluded that the city administrations, which are the most effective and authorized in providing the right to sports and leisure time, should undertake the responsibility of ensuring the right of access to various sports and entertainment facilities for all citizens, regardless of age, ability or income.
