Under the current health insurance system there is much unnecessary waste, because the information format created by the hospital information systems (HIS) has not been standardized. The purpose of this study is to develop new means of effectively using available medical resources by reengineering the medical process1 and establishing new service processes. Method An innovative model for complete medical and care services was constructed, and the Health Level Seven (HL7) and HIS systems2 of medical information were integrated. An innovative service architecture3 for health and medical care was established. Finally, data streaming and cloud computing technologies4 were used to establish a mechanism of information exchange, and verify the feasibility of the service model. Results & Discussion Results of this study are useful for developing new applications of information and communication technology5 (ICT) to information system integration among medical institutes, labor and health insurance institutes, and the social welfare system.
