Clare Smith, publishing director of Random House business books and editorial director at Hutchinson, will run a new HarperPress fiction list. Paul Baggaley, formerly of Waterstone's and Harvill and currently Jonathan Cape's publicity director, will head paperback arm Harper Perennial. Bond said the new structure at the division--with Fourth Estate and HarperPress both publishing fiction and non-fiction, and feeding through to Harper Perennial paperbacks--would simplify its publishing. Bond has also promoted Mitzi Angel at Fourth Estate to senior commissioning editor.
