Contrary to the actual election outcome, characterized by extreme voter polarization, the P21 outcome under D21 produced cross-ideological consensus among the voters. D21 allows voters to express not only preferences by casting plus votes but also a disapproval by giving a minus vote. Unlike the actual election outcome, P21 data demonstrates voters' tendencies to cast additional votes for candidates from opposite political spectra, while not using minus votes in retaliatory fashion.
