The aim of this study is to explore how staff and managers experience the implementation of a dialogue support tool, which endeavours to enhance young people's participation. The study seeks to shed light on the complex process of promoting participation in discussions related to placements in out-of-home care. Qualitative interviews were conducted with staff and managers, and the analysis was framed within the Normalisation Process Theory to gain an understanding of the implementation process. The main findings encompass three aspects of resistance, manifested as practical resistance, resistance directed at the support tool, and resistance toward the overall implementation process. The study reveals that, despite staff having a shared, superficial understanding of the purpose of the dialogue cards, this understanding was not evident when the dialogue cards were introduced in practice. Low motivation in the implementation was confirmed due to confusion about roles and responsibilities.
