      ab: This study provides a historical overview of the evolution of municipalities in Turkey, tracing their development from the Ottoman era through the Tanzimat reforms and into the Republican period. It examines how local administrative structures, initially dominated by centrally appointed officials such as judges (kadı), foundations (vakıf), and guilds (lonca), gradually transformed with the introduction of modern municipal organizations during the Tanzimat period. The establishment of the first municipal institution in Istanbul in 1855 and the subsequent spread of municipal governance marked significant milestones. The study also explores the major legislative changes impacting municipalities, including the Municipal Law No. 1580 of 1930 and subsequent reforms, highlighting how these legal frameworks shaped the autonomy, responsibilities, and service delivery capacity of local governments. The analysis demonstrates that the evolution of municipalities in Turkey has been closely linked to broader processes of administrative centralization and decentralization, with each period introducing new approaches to local governance and public service provision.
