The 30-year history in which digital technologies and artificial intelligence methods, which can be considered as means of production, have come to the fore is also compatible with the history of the realisation of neoliberal healthcare reforms. With the techno-solutionist approach, digitalisation and artificial intelligence methods have become the current address for the solution of gigantic social health problems. However, digitalisation and artificial intelligence methods in healthcare are not something in themselves, it is inevitable that they will be used in accordance with the current needs of the social class they belong to, and that these means of production will be used for surplus value purposes as in others today, when health services are capitalised. In this article, the relationship between the Healthcare Transformation Program, an example of neoliberal healthcare reform, and the use of digital transformation, digital technology and artificial intelligence methods in healthcare is discussed. Digitalisation and artificial intelligence techniques in healthcare will inevitably result in the exploitation and looting of healthcare labour in commodified health services, with the goals of expanding, spreading and accelerating health production, reducing costs and improving managerial capacity. Neoliberal sağlık reformlarının altında yatan temel gerekçeler kapitalizmin krizi ve yeni değerlenme alanı olarak sağlık hizmetlerinin seçilmesi ile birlikte üretici güçlerin gelişiminin (üretim araçları bileşeni ile) sağlık alanına yansımasıdır. Üretim aracı olarak ele alabileceğimiz dijital teknolojiler ve yapay zeka yöntemlerinin öne çıktığı 30 yıllık tarih neoliberal sağlık reformlarının yaşama geçirilmesi tarihi ile de uyumludur. Tekno-çözümcü anlayış ile devasa toplumsal sağlık sorunlarının çözümünde güncel adres dijitalleşme ve yapay zeka yöntemleri olmuştur. Oysa sağlıkta dijitalleşme ve yapay zeka yöntemleri kendinde bir şey değildir, sahip olduğu toplumsal sınıfının güncel ihtiyaçlarına uygun kullanılacağı gerçeği ile sağlık hizmetlerinin sermayeleştiği günümüzde bu üretim araçları diğerlerinde olduğu gibi artı değer amaçlı kullanılması kaçınılmazdır. Bu yazıda neoliberal sağlık reformu örneği olan Sağlıkta Dönüşüm Programı ile sağlıkta dijital dönüşüm dijital teknoloji ve yapay zeka yöntemlerinin kullanımı arasındaki ilişki ele alınmıştır.
