Currently, China's community governance confronts challenges including the hollowing-out of youth participation mechanisms, simplification of engagement modalities, and fragmentation of institutional support. Mass organizations such as the Communist Youth League further demonstrate deficiencies in resource integration and mobilization capacity. Against this backdrop, the imperative to invigorate youth engagement through organizational, socialized, and emotional pathways while optimizing governance efficacy constitutes dual theoretical and practical challenges. This study focuses on the "Community Youth Action" initiative, aiming to elucidate the inherent logic and operational mechanisms of youth participation in constructing community governance collectives, thereby providing theoretical foundations and policy insights for overcoming youth engagement dilemmas and enhancing governance effectiveness. Employing a "Structure-Action-Emotion" analytical framework for governance communities, this research adopts a multi-case content analysis approach, selecting ten exemplary cases from Shanghai, Ningbo, Qingdao, and Xining. Through field investigations, literature review, and digital data analysis, it systematically examines the practical processes and operational mechanisms of youth participation in community governance community construction. The findings reveal that the construction of youth-involved governance communities follows a progressive logic of "structural optimization-action integration-emotional connection": (1) Through the mechanism of "Party-building leading League-building," fragmented youth governance entities are reorganized to optimize community governance structures, establishing a rights-responsibility community where "all bear duties"; (2) Socialized operations and project-based management integrate youth governance resources to forge an action community where "all fulfill obligations": (3) By cultivating emotional bonds and reciprocal interaction mechanisms, an affective community of "shared benefits" emerges through the fusion of rationality and emotional engagement. The study demonstrates that the construction of community governance collectives transcends mere aggregation of structural, behavioral, and emotional elements. instead constituting an iterative process of mutual constitution: Institutionalized governance structures provide organizational foundations for youth participation; socialized actions mobilize resources and activate youth agency; while emotional bonds reinforce network stability through identity formation and trust cultivation. Theoretically, this research transcends traditional structure-action dualism by introducing emotional governance as an analytical lens, revealing emotion's mediating role between structure and action serving both as social adhesive in governance practices and core driver for structural optimization and sustainable action. This tripartite model not only enriches theoretical understanding of social governance communities but also provides novel perspectives for explaining the sustainability of youth participation. highlighting the unique value of emotional governance in grassroots modernization. The operational mechanisms of youth participation in community governance communities offer significant implications for grassroots governance innovation. First, organizational empowerment under Party leadership should be strengthened through cross-hierarchical and inter-departmental collaborative networks to address fragmented participation channels. Second, demand-oriented project management systems should be established to activate synergistic effects among market forces. social organizations, and youth through social mobilization, enabling precise resource allocation. Third, the soft power of emotional governance requires emphasis, fostering youth's community belonging through cultural identity cultivation, benefit reciprocity mechanisms, and public value creation.
        青年参与城市社区治理对于提高基层治理水平、推进社会治理体系和治理能力现代化意义重大。基于 “结构—行动—情感” 治理共同体分析框架, 采用 “多案例—内容分析” 研究方法, 对 “社区青春行动” 典型案例进行系统性考察, 揭示青年参与城市社区治理共同体建构的实践逻辑和 运作机制。研究发现, 青年参与城市社区治理共同体建构遵循 “结构优化—行动整合—情感联结” 的递进逻辑: 通过党建带团建将零散青年治理主体再组织, 优化城市社区治理结构, 构建 “人人有 责” 的权责共同体; 通过社会化运作和项目化管理, 将青年治理资源整合化, 打造 “ 人人尽责” 的行 动共同体; 通过搭建青年情感纽带和交往互惠机制, 寓情于理, 培育 “人人享有” 的情感共同体。结 构、行动、情感三个维度相互支撑、有机统一, 共同构成青年参与城市社区治理共同体建构的实践 图景。据此提出将 “组织化—社会化—情感化” 协同路径纳入基层治理顶层设计, 完善青年参与的 激励机制与制度保障等政策建议。
