The problem of violence constitutes a persistent challenge faced by humanity throughout history. In the contemporary period, however, this problem has undergone both quantitative and qualitative transformations, rendering the examination of the nature of violence increasingly complex. Arendt argues that with the emergence of modern weapons, instruments of violence have reached a point at which they threaten humanity itself by transcending previously established boundaries. Within this framework, the relationship between violence and power becomes a central philosophical problem. The question of whether violence is intrinsic to power or external to it gives rise to a significant theoretical . According to Foucault, although power possesses the capacity to employ violence, violence is not inherent to its essence. Rather, violence invariably demands a form of legitimacy from the agent who exercises it. This legitimacy may derive from metaphysical claims, practical realities, religious beliefs, or various ideological assumptions. Such legitimating grounds are often denied, contested, or ignored by those who are exposed to violence and remain in a passive position.
