| Sumario: | This article comments on the Point Four economic program of U.S. President Harry S. Truman. It argues that the program is the policy to encourage portfolio investments rather than direct investments. The cost of a developmental program to the underdeveloped people is likely to be considerably lower because direct investments typically yield a much higher return than portfolio investments. A special tax treatment is one way of raising effective yields on foreign investment without changing the general level of prevailing interest rates on long-term investment. |
