To develop a standardized quality evaluation index system for home-based care for disabled older adults within the context of "Internet + Nursing Services" in China. Based on the three-dimensional quality model, a preliminary indicator framework was developed through policy review and literature analysis. Two rounds of Delphi surveys with 15 experts were conducted to refine the indicators, and the Analytic Hierarchy Process (AHP) was applied to determine weights. The effective response rate for both survey rounds was 100%. The expert authority coefficients were 0.87 and 0.89, and Kendall's W coordination coefficient increased from 0.169 to 0.191 (P < 0.01), indicating strong consensus. The final system comprises 3 first-level, 12 s-level, and 46 third-level indicators.
