      ab: • With the growing number of disabled elderly people and the macro background that the "Internet + Nursing Services" quality evaluation system is still in the exploratory stage, it is necessary to develop an Internet+ nursing service quality evaluation system for disabled elderly people. • Using the three-dimensional quality structure model as a framework, following the guiding principle of "nursing process", and combining the Delphi method with the hierarchical analysis method, this study further analyzes the core elements of the quality of home care services for the elderly with disabilities in terms of the three dimensions of structural quality, process quality and outcome quality. • Through the establishment of the nursing care quality evaluation system, this study further guides and standardizes the assessment of nursing care quality for the disabled elderly, and at the same time refines the application of home nursing care for the population and promotes the further development of the "Internet + Nursing Services". To develop a standardized quality evaluation index system for home-based care for disabled older adults within the context of "Internet + Nursing Services" in China. Based on the three-dimensional quality model, a preliminary indicator framework was developed through policy review and literature analysis. Two rounds of Delphi surveys with 15 experts were conducted to refine the indicators, and the Analytic Hierarchy Process (AHP) was applied to determine weights. The effective response rate for both survey rounds was 100%. The expert authority coefficients were 0.87 and 0.89, and Kendall's W coordination coefficient increased from 0.169 to 0.191 (P < 0.01), indicating strong consensus. The final system comprises 3 first-level, 12 s-level, and 46 third-level indicators. The established index system provides a scientifically grounded and quantifiable tool for evaluating the quality of "Internet + Nursing Services," supporting its standardized and sustainable development in China.
