The central objective of this research is to demonstrate the relationship between the prevailing system and organizational culture, as well as the implications of the latter for the interactions and actions of individuals within the parameters of the institutional vision and mission. It is established that OC cannot be imposed or simply "managed," but rather develops because of the vision and mission of its creators and the system of values, beliefs, and customs woven together socially over time. The shrub model of Rodríguez (2007) is used. This model distinguishes between: Leaves (Visible Part): Behaviors, ceremonies, language, physical environment, stories, symbols, and slogans. Roots (Invisible Elements): Values: Determining forces of how things are done, which ideally should be exemplified by leaders. Beliefs: Deeply ingrained mental models that influence action, and whose transformation requires individual and group reflection (Senge, 1990). Norms: Rules, roles, and relationships that guide behavior, including unwritten norms that can inhibit change and development. Applying this concept to the university setting, the article emphasizes that the University Orientation Course (COU) in the 21st century is crucial for achieving excellence; all of this based on research, teaching, and outreach, with a clear and well-understood vision and mission of its founders and the system of values, beliefs, and customs socially woven over time. A retrospective study will be conducted, considering university as a space for pluralistic thought, as always subject to transformation. Its autonomy should not imply an organic disconnection from the country's national projects (Bonilla-Molina, 2016). University crises are often present when transformation does not follow a holistic diagnosis framed within the nationstate's guiding plan. Looking ahead; The university community is influenced by internal (faculty, students, unions) and external power groups. Based on pluralistic thinking and science, the university requires a clear vision and mission, as well as a comprehensive epistemology, to understand itself and unify its work. And in the Prospects (21st Century): The future demands valuing the importance of the individual and their participation (Imbernón, 2008), adopting a new culture that promotes communication, teamwork, and democratic debate. A radical renewal for the university is proposed. Change and transformation are only achieved if individuals are committed. Leadership and organizational collaboration are the path to unifying transformation efforts. The university's mission should be the filter that defines coherent practices. It is concluded that the university, as a public good, must be a sustainable vanguard and a catalyst for change. The challenge is to develop a university culture based on service, collaboration, and social responsibility, promoting knowledge as a path to competitiveness and research as the true purpose of a high-performing university. La gran importancia del estudio de la Cultura Organizacional (CO) para comprender la dinámica interna de cualquier organización, especialmente ante las constantes demandas de su entorno. El objetivo central de la investigación es mostrar la relación entre el sistema imperante y la cultura organizacional, así como las implicaciones de esta última en las interacciones y acciones de los individuos dentro de los parámetros de la visión y misión institucional. Se establece que la CO no puede ser impuesta o simplemente "gestionada", sino que se desarrolla como el resultado de la visión y misión de sus creadores y del sistema de valores, creencias y costumbres entretejido socialmente a lo largo del tiempo. Se utiliza el modelo del arbusto de Rodríguez (2007). Este modelo distingue entre: Hojas (Parte Visible): Comportamientos, ceremonias, lenguaje, entorno físico, historias, símbolos y lemas. Raíces (Elementos No Visibles): Valores: Fuerzas determinantes de cómo se hacen las cosas y que idealmente deben ser ejemplificados por los líderes. Creencias: Modelos mentales arraigados que influyen en la acción, y cuya transformación requiere reflexión individual y grupal (Senge, 1990). Normas: Reglas, roles y relaciones que orientan el comportamiento, incluyendo aquellas no escritas que pueden inhibir el cambio y el desarrollo. Al aplicar el concepto al ámbito universitario, el artículo enfatiza que la COU en el siglo XXI es crucial para lograr la excelencia; todo ello basada en la investigación, docencia y extensión teniendo bien claro y comprendido la visión y misión de sus creadores y del sistema de valores, creencias y costumbres entretejido socialmente a lo largo del tiempo. Se realizará el estudio Retrospectivo; donde se considera a la universidad, como recinto de pensamiento plural, siempre ha estado sujeta a transformaciones. Su autonomía no debe significar una desconexión orgánica con los proyectos nacionales de país (Bonilla-Molina, 2016). La crisis universitaria suele estar presente cuando la transformación no obedece a un diagnóstico holístico enmarcado en el plan rector del Estado-Nación. En lo Perspectivo; La COU está influenciada por grupos de poder internos (claustro, estudiantes, gremios) y externos. La universidad, basada en el pensamiento plural y la ciencia, requiere una visión y misión clara y una epistemología integral para entenderse y cohesionar su quehacer. Y en la Prospectivas (Siglo XXI): El futuro exige valorar la importancia de la persona y su participación (Imbernón, 2008), adoptando una nueva cultura que promueva la comunicación, el trabajo en equipo y el debate democrático. Se propone una renovación radical para una universidad. El cambio y la transformación solo se logran si los individuos se comprometen. El liderazgo y la CO son la ruta para unificar los esfuerzos de transformación. La misión universitaria debe ser el tamiz que defina las prácticas coherentes. Se concluye que la universidad, como bien público, debe ser vanguardia sostenible y catalizador de cambio.
