        In the fourteenth century, the consuls of Toulouse, known as capitouls, together with dignitaries connected to the consular milieu, intervened in the management of confraternities and of the fabriques of all the city's ecclesiastical institutions, as was customary in many other towns of the Kingdom of France. Their activity, however, developed above all in relation to relics, for which they ensured reception, custody, and security - an obligation that weighed heavily on the municipal budget. In this field, they claimed to hold a responsibility superior even to that of the clergy themselves. The discovery, at the end of the fourteenth century, of the body of James the Greater and of five other apostles in the abbey church of Saint-Sernin provided support for the apostolic ideal that characterized civic religion in Toulouse. The twelve capitouls had themselves depicted as being protected by each of the apostles and receiving the Holy Spirit in tongues of fire, in order to inspire them in their governance.
        Dans une ville placée d'emblée sous le signe de la dévotion mariale et dépourvue de figure sainte locale, le consulat montpelliérain sut, dès son surgissement à l'aube du XIII siècle, assurer une efficace captation des dévotions religieuses et détourner une bonne part des œuvres pies au profit d'une utilitas publica assimilée à un bien commun urbain. Les élites montpelliéraines firent très tôt le choix d'une stricte orthodoxie inscrite dans le serment des consuls. Celle-ci s'affiche pleinement dans le sanctuaire de Notre-Dame des Tables dont le nom personnifie l'alliance du culte marial et de la prospérité commerciale dont bénéficie la ville, sanctuaire qui, à la suite du déménagement de la maison consulaire, apparaît comme une extension d'un gouvernement urbain dont le fonctionnement se calque sur un rythme marial. L'apparition des ordres mendiants renforce cette mainmise consulaire sur les formes de dévotion urbaine, Dominicains, Franciscains, Carmes et Augustins figurant en bonne place tant au sein des processions que dans les pratiques du consulat ou les prédications. Ainsi, les pratiques dévotionnelles des «bonnes gens»et du pouvoir consulaire ont tenté d'établir «un pacte social » et civique noué autour des figures tutélaires de la Vierge Marie et de Saint-Cléophas et renouvelé dans les derniers temps du Moyen Åge par les manifestations d'une spiritualité nouvelle.
