| Summary: | The Kashmir dispute is one of the most deep-rooted and complex post-colonial border conflicts, emerging in 1947 with the partition of British India into two independent states, Pakistan and India. The decision of the Hindu Maharaja of the Jammu and Kashmir Princely State, where the vast majority of the population was Muslim, to accede to India ignited the fuse of military and political conflicts that persist to this day. As a threat to international peace, the issue became one of the first disputes brought before the United Nations; however, despite ceasefire and plebiscite resolutions, it has remained unresolved due to the uncompromising stances of the parties involved. This study scrutinizes the dynamic initial period between 1947 and 1955, during which the Kashmir dispute emerged and took shape. The article analyzes the historical, demographic, and geopolitical origins of the conflict alongside the sovereign claims of Pakistan and India over Kashmir. The novel dimension of this research lies in its examination of Türkiye's approach to the issue in light of the Turkish Diplomatic Archives of the Ministry of Foreign Affairs, whose confidentiality was recently lifted in 2024, as well as the Grand National Assembly of Türkiye transcripts and the Turkish press of the period. Indeed, Türkiye was among the first countries to recognize India and Pakistan following their independence; regarding the Kashmir dispute, however, it preferred to pursue a balanced and cautious foreign policy in line with its national interests, within the framework of the post-World War II geopolitical conditions and the relations developed with the Western Bloc against the Soviet threat. The primary findings of the study reveal that although Türkiye maintained official neutrality in line with its national interests, it exhibited a more benevolent approach toward Pakistan during the process leading up to the establishment of the Baghdad Pact. Accordingly, while addressing the historical evolution of the Kashmir dispute, this article aims to analyze the international dynamics of the conflict and Türkiye's stance within the framework of the geopolitical conditions of the period. Keşmir sorunu, 1947 yılında Britanya Hindistanı’nın bağımsızlığını kazanarak Pakistan ve Hindistan olarak ikiye bölünmesiyle ortaya çıkan, sömürgecilik sonrası dönemin en köklü ve karmaşık sınır uyuşmazlıklarından biridir. Nüfusunun büyük çoğunluğu Müslüman olan Cemmu ve Keşmir Prenslik Devleti’nin Hindu mihracesinin kararıyla Hindistan’a katılması, iki ülke arasında günümüze kadar süren askerî ve siyasi çatışmaların fitilini ateşlemiştir. Sorun, uluslararası barışı tehdit etmesi nedeniyle Birleşmiş Milletlerin gündemine taşınan ilk uyuşmazlıklardan biri olmuş; ateşkes ve plebisit kararlarına rağmen tarafların uzlaşmaz tutumları nedeniyle çözüme kavuşturulamamıştır. Bu çalışma, Keşmir sorununun ortaya çıktığı ve biçimlendiği 1947-1955 yılları arasındaki dinamik başlangıç dönemini mercek altına almaktadır. Makalede, uyuşmazlığın tarihsel, demografik ve jeopolitik kökenleri ile Pakistan ve Hindistan’ın Keşmir üzerindeki egemenlik iddiaları analiz edilmektedir. Araştırmanın özgün boyutunu, 2024 yılında gizliliği kaldırılan Dışişleri Bakanlığı Türk Diplomatik Arşiv belgeleri ve dönemin Türk basını ışığında Türkiye’nin konuya yaklaşımı oluşturmaktadır. Zira Türkiye, bağımsızlıklarını takiben Hindistan ve Pakistan’ı ilk tanıyan ülkeler arasında yer almış; Keşmir sorunu karşısında ise İkinci Dünya Savaşı sonrası dönemin jeopolitik koşulları ve Sovyet tehdidine karşı Batı Bloku ile geliştirilen ilişkiler çerçevesinde dengeli ve temkinli bir dış politika izlemeyi tercih etmiştir. Çalışmada ulaşılan temel bulgular, Türkiye’nin ulusal çıkarlar doğrultusunda resmi bir tarafsızlık gözetmesine karşın, Bağdat Paktı’nın kurulmasına giden süreçte Pakistan’a karşı daha hayırhah bir yaklaşım sergilediğini ortaya koymaktadır. Bu doğrultuda makale, Keşmir sorununun tarihsel gelişimini ele alırken, sorunun uluslararası dinamiklerini ve Türkiye’nin tutumunu dönemin jeopolitik koşulları çerçevesinde analiz etmeyi hedeflemektedir. |
