| Summary: | The article focuses on the importance of sample survey designs in the administrative utilization. Sampling theory and techniques have numbers of distinct advantages over a census survey such as: (a) it permits the school executive to cut the cost of doing the survey (b) it can reduce the total manpower requirements to do the survey (c) it permits vital school statistics to be amassed more quickly. It is suggested not to use sampling techniques to estimate total school withdrawals in the preparation of monthly school revenue and expenditure. ST has disadvantages: (1) the actual sampling error cannot always be predicted accurately (2) when the sample is improperly designed wrong conclusions can be made (3) high variability can lead to uninformative results. |
