      ab: The digital transformation of public administration has become an important condition for improving the efficiency, transparency, and accessibility of administrative services. In Ukraine, however, the implementation of digital solutions remains uneven across public authorities. The purpose of this study was to assess differences in administrative-service performance depending on the level of digital integration and to identify priorities for further modernization. The analysis covered panel data for 2023–2025 and included 60 administrative units. Digital integration was measured using an integral index based on four components: electronic-service availability, integration with state registers, automated data processing, and online identification. The Shapiro–Wilk test and two-tailed Mann–Whitney U-test were applied, while rank-biserial correlation was used to estimate effect magnitude. The results showed that 56.7% of the analyzed units had a high level of digital integration, whereas 43.3% were classified as having a low level. The average request-processing time was 21.3 hours in the highintegration group and 48.6 hours in the low-integration group. The corresponding average annual service volumes were 247.9 thousand and 128.4 thousand. High-integration units also demonstrated a greater share of electronic services and more citizen requests per 1,000 population. All four intergroup differences were statistically significant (p < 0.05), with moderate rank-biserial effect sizes. The findings indicate an association between digital integration and administrative-service performance but do not establish causality. Modernization priorities include registry interoperability, internal workflow automation, online identification, and the expansion of electronic services.
