        This article studies the patterns of welfare restructuring in Asian newly industrialised countries (NICs) in reaction to economic globalisation and socioeconomic change through a comparative study of Hong Kong and Singapore. It argues that Hong Kong has gone through a budget-driven restructuring resulting in the retrenchment of its residual welfare state, while Singapore has undergone a policy-driven restructuring that aims to consolidate the state regulation of the welfare society. The difference in the patterns of restructuring is found to be related to state strength, electoral politics, interest group politics, the production system and the pre-existing institutional arrangement of social programmes. The findings illustrate the characteristics of welfare restructuring in Asian authoritarian NICs.
        Este artículo estudia las pautas de reestructuración en la asistencia social de los nuevos países industrializados en Asia (NICs) en reacción a la globalización económica y cambio socioeconómico a través de un estudio comparativo de Hong Kong y Singapur. Se discute que Hong Kong ha pasado por una reestructuración de dinamismo presupuestal resultando en los recortes de gastos de estado de asistencia social residual, mientras que Singapur ha experimentado una reestructuración de dinamismo político cuyo objetivo es el de consolidar la regulación de estado de la sociedad de asistencia social. La diferencia en las pautas de reestructuración se encuentra relacionada a la fuerza de estado, política electoral, política de interés de grupo, al sistema de producción, y a los acuerdos institucionales preexistentes de programas sociales. Los resultados ilustran las características de la reestructuración de la asistencia social en los NICs autoritarios en Asia.
        Cet article étudie les schémas de restructuration de l'aide sociale dans les nouveaux pays industrialisés en Asie, en réaction à la globalisation de l'économie et aux changements socio-économiques, en se basant sur une étude comparative de Hong Kong et Singapour. L'article soutient que Hong Kong est passé par une restructuration motivée par des soucis budgétaires qui a abouti à des restrictions de son Etat-Providence résiduel, tandis que Singapour a été soumis à une restructuration motivée par des soucis de politique qui cherche à consolider la régulation de la protection sociale par l'état. Il apparaît que la différence dans les schémas de restructuration est en rapport avec la puissance de l'état, la politique électorale, des groupes d'intérêt politique, du système de production, et de l'organisation institutionnelle préexistante des programmes sociaux. Les conclusions illustrent les caractéristiques de la restructuration de la protection sociale dans les nouveaux pays industrialisés autoritaires en Asie.
