The public sector employees were charged with creating the software they needed to better execute their tasks, enforce the business rules they operate by, and perform the necessary validation checks. The author offers example of software developed by tax officers serving as domain experts. The software is designed for tax-payers, the end-users, but simplifies and supports the tax officers.
