It says that the move aims to replace the unofficial out-of-pocket payments with a transparent official co-payment to lessen the financial burden of the poor in terms of health care spending. It also presents the analysis of the Kyrgyz Household Health Financing Survey (KHHFS) conducted in March 2004 and compares the result with the Single Payer Reform survey after its implementation. Furthermore, it says that Single Payer Reform has succeeded to formalize some informal payments.
