Summary:Massachusetts invested substantial sums over a three-year period to plan for, and enact sweeping legislation to bring about, a major revamping of its administrative structure and operating systems. Just as the plans were scheduled to become operative, the strong bipartisan support for the undertaking evaporated; the goals were never reached, and the state's government may now be in worse shape than it was before the effort began. This article tells how and why it happened, and what some of the implications are.
