The data were being collected as part of the “Measure M” program, which requires each city in the county to complete an arterial and collector pavement condition survey. Data were also needed for 94 centerline miles of residential streets and over 200 miles of residential right-of-way. Using the PCs provided versatility, ensured quality control, reduced the number of hours needed to compile and enter data, and helped in project coordination.
