Complaints about the institutions surfaced in 1970, when open enrollment was introduced at City College following protests from minority students. Open enrollment was regarded as catastrophic for City College, and CUNY has been castigated by New York mayor Rudolph Giuliani for the poor quality of its students, its significant investment in remedial courses, and its low graduation rates.
