The School-to-Work Opportunities Act, passed by Congress in 1994, provides federally funded grants to states and local partnerships of business, government, education, and community organizations to develop “school-to-work systems.” The general objective of the legislation is to improve the transitions from school to work for all youths in the United States. Two surveys can be used to study the extent to which school-to-work programs have been implemented in American high schools since the act's passage and the extent to which high-school students are participating in such programs.
