Jihadist networks exist throughout Europe, where radical Islam has spread among the descendants of postwar guest workers. In a Nixon Center study of 373 mujahideen in Western Europe and North America between 1993 and 2004, one-quarter of the jihadists it listed were Western European nationals who can travel to the United States without a visa. According to the New York Times, Osama bin Laden has outsourced planning for the next spectacular attack on the United States to an “external planning node,” which is likely to be based in Europe and deploy European citizens. As a result, the nation should update the criteria used in periodic reviews of Visa Waiver Program countries to include an assessment of terrorist recruiting and an evaluation of passport procedures.
