Data on gross labor force flows indicate the volume of workers moving between employment and unemployment, but, when balanced out, these data are inconsistent with stock measurements showing net changes, although both sets of data derive from the Current Population Survey (CPS). The statistics for 1984 suggest that the calculation of gross flows involves a large underestimation of entries into the labor force or a large overestimation of exits. Factors in the CPS that may account for this inconsistency include response variability, rotation group bias, problems in matching data, and the exclusion of noninterviews and movers.
