      ab: The federal report Quality in Establishment Surveys, which discusses the potential sources of error in government surveys of business establishments, is designed to help survey practitioners design and refine establishment surveys. Errors may occur in the sample design and estimation (sampling error) and in the survey methods and operations (nonsampling error). Errors in both categories may be variable, meaning that they occur randomly, or they may be instances of bias, defined as nonrandom, systematic error. Specific types of sampling and nonsampling errors are discussed.
