      ab: The writer discusses the October 7, 1996, parliamentary election in Kuwait. The outgoing parliament had disappointed voters by becoming entangled in side issues and ignoring the issue that now concerns Kuwaitis the most: the economy. The trouble is that the constitution guarantees a job to every citizen, and as a result, the government employs 93 percent of all employed Kuwaitis. A swollen bureaucracy can not continue to absorb all workers, and private employers are unwilling to employ Kuwaitis when a non-Kuwaiti costs less and works harder. The new parliament may only make this situation worse.
