The writer employs role theory as a guiding framework to explore the grandparent caregiver role in the context of parenting; uses the findings of a random survey of households to ascertain the incidence and needs of grandparent caregivers; and suggests specific policy interventions for grandparent caregivers that are role-based rather than age-based. She discusses the need for policy intervention to meet the physical, education, and social support needs of grandparent caregivers and the grandchildren they are raising. She reports that a random survey of 6,307 Ohio households revealed that approximately 10 percent of households with children consisted of a grandparent providing the majority of care to a grandchild. Finally, she discusses the implications for state jurisdictions within the context of welfare reform.
