Rudy Giuliani's heroism following the events of September 11, 2001, does not even begin to describe his true accomplishments as New York City mayor. Before he saved New York City and the U.S. from the hysteria that could have followed the attacks, Giuliani first saved the city from its own political pathologies. With such achievements as reducing crime and welfare, driving the mafia out of the garbage industry, and reforming City University, Giuliani achieved what most people had considered impossible. In doing so, he rekindled the notion of upward mobility for the poor in a city whose economy had been organized around merely servicing the poor in place.
