| Sumario: | Part of a special section on access to health care for vulnerable populations. A study was conducted to examine patterns of hospitalization for congestive heart failure (CHF) in the Medicare population in order to determine the possible effects of physician payment reform (PPR) on access to primary care services. It was hypothesized that any decrease in access to ambulatory care services associated with PPR would lead to an increase in hospitalizations for CHF in the period after PPR was introduced. Findings indicated that there was no significant discontinuity in hospitalizations for CHF with the implementation of PPR when the trend in these rates for the overall Medicare population and for selected vulnerable subgroups was analyzed. |
