| Sumario: | Part of a special issue on consumer direction in long-term care. The writers describe some of the preliminary lessons that can be learned from the Cash and Counseling Demonstration and Evaluation. They describe the implementation phases and current status of the long-term care initiative, and indicate that it provides a test of one of the most unfettered forms of consumer direction. They detail the design of the program, and examine lessons that can be learned in the areas of outreach and enrollment, the counseling process, fiscal intermediary, and the monitoring of quality. They conclude that the experiment has already produced valuable lessons even though the final evaluation reports are not due until 2003.
