| Sumario: | In Orem, Utah, a revolving loan fund program and a business incubator, as well as other programs of the Commission for Economic Development in Orem, have proven successful in facilitating the launch and growth of local firms. Orem has been employing this mechanism for the last 13 years to play an active part in the shaping and development of its economy. Over 125 businesses have been given the opportunity to start up, grow, or stay in business because of the revolving-loan fund program and the Orem Technology Center—the business incubator. At a time when not all public intervention programs are flourishing, Orem's program exemplifies a successful program meeting its aims through intervention. The effort has benefited the economy by promoting business diversification and by encouraging start-up and growth companies, which bring employment and outside funds into the area.
