This form of crime can be generalized into four categories: crimes in which the computer is the target, crimes in which the computer is the instrumentality of the crime, crimes in which the computer is incidental to other crimes, and crimes that are associated with the prevalence of computers. Unfortunately, criminal action in these areas has far outpaced the ability of police to respond effectively.
