| Sumario: | Part of a special section on issues and advances in measuring and improving the quality of health care. The quality of care under the Florida Medicaid waiver for persons with AIDS (PWA), within which Florida's Medicaid agency can provide home and community-based services to PWA as an alternative to more expensive Medicaid-covered institutional care, is evaluated along the dimensions of program efficacy and client satisfaction. Analysis reveals that clients are generally satisfied with their case managers and with the range and availability of services. Case managers seem to be well trained, and despite heavy caseloads and high mortality, the probability of turnover is quite low. The main problem encountered by clients and case managers relates to difficulties in the process of becoming Medicaid eligible.
