The uniqueness of the LASER program, which began in January 1994 with a three-year federal grant, centers on the treatment of the “whole” person and the continual reinforcement of skills through support groups while incarcerated, on parole, or on release. The skills acquired in the program enhance a participant's quality of life, reduce in-house disciplinary infractions, and decrease recidivism.
