Sumario:This article looks at the determinants of asset-based programs as revealed in the social security reforms of China and Hong Kong. China's new pension system allows for asset development and fosters productivistic welfare, but the new medical insurance program poses challenges. Likewise, Hong Kong's Mandatory Provident Fund is a political compromise, and the government has failed to change the current medical system. The article examines factors affecting social security leform. The author argues that the social security programs should be made more development and asset based.
