The BUR suffered a significant gap between its postulated force levels and those projected by the administration's resource plans. The resulting budget shortfall was the result of a failure to control costs, increases in peacekeeping, nondefense programs in the defense budget, and excessive optimism about inflation. Consequently, the QDR must examine the assumptions underlying American military strategy and relate them to the realities of the nation's military structure.
