Sumario:Information technologies are having a sweeping impact not only on how diplomats do business, but on the nature of diplomacy itself and on the speed at which such diplomacy is conducted. These changes are broadly based, irreversible, and beyond the control of diplomats. If the transition to a technologically savvy diplomatic corps is to work, it must be made a managerial priority, new training and management philosophies must be adopted, and senior managers' resistance to change must be overcome. The writer describes the application of information technologies to the Canadian diplomatic service, some of the tools available to Canadian diplomats, and the issues that he feels will gain prominence over the next ten years in “virtual diplomacy.”
