| Sumario: | Kansas City, Missouri, is attempting to regain sight of its primary mission: to sustain and improve the quality of life of its citizens. In cooperation with municipal management's efforts, a citizen-based group, Forging Our Comprehensive Urban Strategy (FOCUS), has developed and codified a number of strategic initiatives regarding quality of life, city planning, and governance that it feels the city council should embrace as part of Kansas City's strategic plan. The efforts of FOCUS have integrated well with the recent managerial initiative to establish a Performance Measurement and Improvement (PMI) scorecard system. Details of the progress made since the introduction of PMI are provided.
