He presents two possible reasons why the Internet has not had a significant impact on the way correctional agencies operate: The Internet has limited use in the administration of correctional programs and facilities; and funding constraints, political controversies, and unstable operating settings of many correctional departments may have inhibited advanced technology use. He argues that although both of these explanations can contribute to an explanation in the as-yet-limited use of Internet in corrections, future developments of this technology may hold comparatively more promise. He considers current applications of the Internet in corrections, the evolution of new applications, and some of the many possible impacts the Internet will have on corrections in the future.
