Data were obtained from national surveys carried out immediately before and after the 2008 general election. Findings indicated that immediate partisan electoral losers may be more likely to support reform. Findings further indicated that voters who live in states that enjoy a great deal of influence in the current system express less support for reform than those living in states that have less influence under current rules. Findings suggested that mass public is capable of strategically making choices about nomination reform based on whether their states would win or lose under proposed rule changes, and that mass opinion is one of many criteria to take into account when developing a reform proposal.
